how to create animation?

I'm taking a web design course and I have one practical assignment that I can't complete. The essence of the task is that there is a [ Link removed by Moderator ] where I need to make an animation from the main capture and get a .webp file at the output. How can I do this?

webp has been added to the file formats on Photoshop recently, so what exactly is the problem? 

What kind of animation are you trying to create?
