How to deactivate Photoshop on corrupted windows system

I cannot boot my computer to deactivate Photshop CC due to a bad motherboard. My operating system will have to be reinstalled. Does anyone know the procedure for deactivation when you are unable to open Photoshop?

Goto via Browser to Adobe's website and login with your Adobe ID into your account.

Under the point "Plans and Payments" -> "Activated devices" you can see and deactivate your appropriate devices.

I My Activated Devices page claims I have no activated devices, but trying to activate the new install says I have two devices already activated and I need to deactivate them first.
