Look a doubt I have edited a psd because I practiced with other guy psd but if I delete the color of the layer "color - base" and I want to paint alone in the hair why it paints the whole layer? How do you do that? Thank you!

Look in the PSD Path Palette you may see some selections you want in there.

You would need selection of the hair ares to constrain paint to be only in that area.  Without that constraint you can paint anywhere on a layer. Look in their Path palette you may see some selection in there.
