How to get an image effect - HELP

Hello community, this might be a fairly straight forward one but was would be the best way to achieve the image effect on the attached screenshot?

Reasonably straight forward.  Fill a layer with the colour of choice, and set its blend mode to colour.  However this has no affect over white and black, and the background to the image I used was white, as was his shirt.  So I add a curves layer to reduce the lighter tones.  The rest is stright forward.
