How to not select locked layer?

Hi everyone, is there a way to not select locked layer when using the shortcut Alt + R-click? 

I noticed that this is a thing in the CS6 version but somehow it doesn't work in 2021 version. 

Did I missed any options?

i think i found the solution, when using the moving tool:

click ctrl + L-click will prevent from selecting locked layer;

click alt + R-click will select everything including locked layer.

correction: Is not Ctrl+ L-lick, just need to L-click. And also make sure auto-select is on at the top bar for the moving tool.
