How to Paste text from clipboard in Photoshop action ?

I'm new in Phottoshop action. please help guide me 

I copy one text cell from excel to clipboard

how to paste the text from clipboard in PS action.

Ctrl V or use menu doesn't work and the standard command action paste doesn't work as well.

Photoshop is not a text editor. Text objects are special layers that cannot always be edited in the usual way.
