It's not blurred: it is digitally replaced with pure white. There is no information to retrieve.

 

Photoshop is not "CSI Magic". 😉

Is this a file that you erased or painted on?  In the future, you could crate a layer and then paint on top of it, then hide/show.

Without more info on what you want to do or your workflow that got you to this point, it is hard to offer ideas/suggestions, but happy to try.
