How to turn off click and hold window shrink animation while using Wacom pen tablet

For some reason all the time I click and hold (even if I just click it also happens) the menu bar/title bar from any window, can be the Layer Style or the Photoshop window, it shrinks while I'm holding the left click as if it's a button. It's super annoying and the window view also change in quality. I have no idea how to disable this option.

It also only happens when I'm using the pen tablet, while I'm using the mouse this 'button' animation never triggers. And it doesn't happen outside Photoshop so I assume it's some option from it.

I'm using Photoshop 2022 and Windows 11.

This is not something I've heard of before.  This is a guess, but I wonder if it is to do with Windows 11?  There seem to be several issues with Photoshop and Windows 11.  Scroll throught the list of known issues, and see if any fit with what you are seeing
