How to turn on "Sync with Adobe Mobile" feature

I have Lightroom Classic 11.5 and I don't see anywhere to turn on or enable "Sync with Adobe Mobile." I've looked through several videos on YouTube and authors show you where it is and then enable it, it's just not there to enable that I can find.
