HP MPP Pen Not Drawing in PS

Hoping this is a really simple/dumb fix..!

I can use my pen in photoshop (e.g. to select items on the toolbar, move the cursor etc) but when I try and use it to draw, nothing happens. I can use the mouse to draw, but when I use the pen, it just drags the cursor and doesn't draw anything.

To add - when I use the pen in Lightroom, it works fine.

What I'm using:

Laptop: HP Spectre x360 convertible/touchscreen laptop

Pen: HP MPP Tilt 2.0 Pen

Photoshop: currently using version 23.3

Have you checked your settings in Windows Ink?

What kind of settings would I be looking for? All I have is the menu to change the pens shortcut buttons

I am having the same problem. Same computer, same pen, Photoshop 23.3.1. Works in fresco and illustrator but not photoshop.

I fixed it! Go to C:\Users\[yourusername]\AppData\Roaming\Adobe\Adobe Photoshop 2022\Adobe Photoshop 2022 Settings and remove (or delete, i kept mine in a different folder just in case) the file titled PSUserConfig.
