hue / adjustment layer not working

Hello - I'm using Photoshop 24.4.1 on Mac OS 13.3.1.

I attached a video.

I added an adjustment layer to a project.  You can see that it won't affect a layer inside a group when I  Shift-Option-click so that the adjustment only goes to the one layer.  My goal is to make one dollar sign black-and-white.  Any thoughts as to why it may not be working?

What is on the one layer you are clipping the adjustment layer to? It's hard to see from the video.

it's the dollar signs on the podium.... 

i figured out a work around (see pictures), but would still like to know why it's not working.  My work around was to clip the adjustment layer to all and then color each dollar sign out manually in the adjustment layer mask...
