Trying it in acrobat pro, not succesful, when I open illustrator the image gives me errors and in photoshop there is a grid of white and grey squares over my image

if you want to edit an (uncorrupted) bitmap (image), photoshop is the correct tool.

Were you given the PDF or were you given an image and you made the PDF?

 

In Acrobat, can you go to File > Properties > Description and tell us which application was used to make the PDF? A screenshot would be helpful.

 

In Illustrator:

What are the errors you are getting? (Share a screenshot.)

When you open the Layers panel and expand it, can you see the various objects?

Can you select paths with the Selection and Direct Selection tool?

 

Most often maps are vector, but a lot depends on the creator.
