Would Photoshop Elements 3.0 run on a Lenovo All in One desk top PC running Windows 10 ?

You likely won't even be able to install it properly since Microsoft shut down support for those legacy installers years ago, so the most probably answer is no. If you're tech savvy you could try all sorts of hacks and compatibility modes, but it may simply not be worth it.

That was a program made for a much older version of windows. You most likely will not be able to install it as @Mylenium mentioned.
