Which version of Photoshop and OS?
How much RAM and spare hard disk capacity do you have?

What happens when you do: File > Open and navigate to an image on your computer?

Without any system information nobody can tel lyou much, but these panels going into forever loops or not loading typically indicates network issues or at least local permission issues where content can't be accessed. Start by checking these things. Anything more will require better information.
