Could you please share the operating system & its version you are working on? Are you logged in to the Creative Cloud Desktop app? 

 

Try this to start troubleshooting.  

  • Sign out & Sign in to the Creative Cloud Desktop app - click on your profile and choose to Sign out.  
  • Once signed in,  launch Photoshop from Creative Cloud and check if the issue persists.
