hello,
I have this image as 1 image and I want only make the car smaller.
is that possible whitout seperating the car from background to make the car littele smaller.
if yes , how I can achieve that.

You need to select the car which is currently part of the background. Photoshop only sees pixels, not cars.

I have selected the car and I get this . I made also layer the result is the same .
so it means I have to select and mask.
am I right? or there is other way?

You selected more than just the car. Remember that Photoshop only sees pixels, not cars.
