ICO file looks distorted on preview

Hi everyone.

I'm trying to make a favicon. My original logo has a rectangular shape with transparent background, but I place it on a 16x16 canvas on Adobe Photoshop. When I export it as ICO file and look at it on preview in the file explorer, it looks pretty distorted, as if the width was "stretched" to fit the ICO square format. When I open it with Paint, it looks like it's in normal ratio (I guess because the size is pretty tiny anyway). 

Has anyone had experience with this, or know of a way to check if the favicon is in right ratio or not?
