Image deforms (pixellation, sort of) between screens in two-screen system

I am experiencing a problem whereby Photoshop's current release, 23.3.1 shows severely degraded image quality (some pixellation, as well as a peculiar dot arrangement in place of normal pixels) when Photoshop is dragged from a 15" dell laptop screen to a 24" generic monitor, running windows 10. Resolution of both monitors is the same. Dragging back to the dell laptop monitor returns the image display to normal, and it prints correctly from both monitors. The problem seems to be exclusively with Photoshop, not with other Adobe apps or other windows programs.

I have re-installed version 22.1, and the problem goes away. I have not tried other interim releases, so don't know when the problem arose.
