Image joining/

I have a problem joing images in Photoshop.  When I paste the second image to the first I cannot fit them exactly  as it moves in small jumps ,   How can I get a smooth  movement of the paste image?

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible? 

What is checked under View > Snap To > …?

Thanks so much.   I  had  Snap ticked in View.   It dose what I  want now - so simple.
