My workflow for difficult shape change is to make a template of the required new shape (The black layer thumbnail you can see below) and clip the shape you are changing to the template layer. That way you have the perfect outline so don't have to be 100% with the warping etc.
I'm going to see how I get on with the Liquify filter. Note I have Show Backdrop checked so I can see what I am doing. I'll be using BIG brushes to start with
OK, I have the outline, but the texture is horrible so I am going try another way
I undid the Liquify, and this time used Free Transform Warp. I have deliberately moved the dark line outside the template.
Photoshop does not have an Offset funtion, so I have Ctrl clicked the template layer to load it as a selection, and filled a new layer a colour. Then used Layer Style > Stroke to give me the offset.
I rasterized the stroke (right click the layer) to make the stroke part of the layer, and painted out the lower green line.
Then used the magic wand to select the red area.
Finally, I have stroked the selection on a new layer, given it some Gausian blur, and reduced opacity.
Looking at the original, I can see that I should have made the green stroke thicker for a larger offset, and I should painted it out at the top of the shoulders as well. But you have the tools to do all that if you decide to use that work flow.
