Images rotate when entering Transform Mode Glitch

TLDR;

Glitch:

I click on the edge of a bounding box > It immediately enters the rotation mode within the transform mode and starts to rotate when I move my mouse (even though I'm not clicking anything)

This happens on Windows specifically, but has anyone come across a weird glitch where sometimes Photoshop will automatically enter rotation mode after you click on the edge of an image's bounding box to activate transform mode?

 

This probably sounds confusing but bear with me:

 

Normal:

I click on the edge of a bounding box > I enter transform mode > I click the edge of the bounding box to scale or rotate image while holding shift or otherwise etc.

 

Glitch:

I click on the edge of a bounding box > It immediately enters the rotation mode within the transform mode and starts to rotate when I move my mouse (even though I'm not clicking anything)

 

Note, this does not happen when I enter transform mode by pressing Ctrl + T. At first I thought my mouse was double clicking but then when I tried to double click the edge of the bounding box (when it isn't glitching) it doesn't act that way. It only moves when I click and hold (as it should).

 

It seems to be completely random on my end and I'm not really sure how to bypass it apart from restarting Photoshop (which doesn't always work). 

 

I'd attach an image or video but it's back to normal now lol and I keep forgetting to post this glitch.
