Imported Keyboard shortcuts doesn't work the same as the original

I imported a .kys file from an iMac Monterey PS2022 to a Macbook M1 Monterey and selected it from the Shortcuts menu. Some of the F keys work the same but others doesn't.
For example F1 -> CMD-Z and F5 -> Fill work the same (they are the only ones)
F6 to F12 show/hide panels.  I had set F9 -> Image Size; Shift F4 -> Gaussian Blur (I checked it is already set in Keyboard Shortcuts)
I press Shift F4 and I get a warning about "Similar" tool (there's no selection in the image)
What am I missing?

Here are a couple of screenshots: the first one is Image -> Adjustments. Here we can see some of my custom key shortcuts.
F2 -> Vibrance but when I press F2 key I get what the second screenshot displays, something about Cut tool
