Imported Videos Not Centered

Recently been having an error appear on imported videos where everything is shifted towards the right, and the right end of the video is all the way on the left side.

I thought it was maybe an issues with my own videos but it happens with any video I import.  It doesn't matter if I drag & drop the video into Photoshop (that method has worked fine for years) or even if I "Import > Video Frames to Layers".  Same result.
