Importing video frames to layers function in Photoshop CC 2021

Having trouble performing the video frames to layers fucntioin in Photoshop. I'm using a 2020 MacBook Pro 13in laptop running MacOS Big Sur Version 11.6. I'm working in Photoshop 2021 with all the latest uopdates. Below is the message I get when I try to perform the function,
