Installed Plugins not launching

Installed my CC account on new laptop running Win 11. I have recently paid for and downloaded a plugin 100 Professional Retouch Actions and my desktop app indicates " installed" but it doesnt launch in PS. Please, any guidance would be gtreat. Many thanks
