According to the "Round-trip" video dated Jan 20 2021 tutorial (on iPad PS "Learn", by Russell Brown), I should be able to:
1. Open a photo in PS from LR using "Edit in Photoshop"
2. Edit the photo in PS then Send to Lightroom and see it marked (in LR) as a PS file
3. Send the photo back to PS (Edit in PS) and see the layers etc.
This is not working. When I return to PS in Step 3, the layers have been merged.
I know that LR is working with a PSD file because if I Export Original from LR, I get a PSD file.
Is this supposed to work?
LR iPad Version 10.3.0
PS iPad Version 6.1.1
IOS 18.4.1

As I mentioned, I'm on the iPad. None of those options apply. I believe the feature does not exist on the iPad versions

This process is slightly different going to PS from Lightroom and Lightroom Classic.
From Lightroom, Edit in Photoshop will open the file in PS. Make adjustments, then "Save". Then when back in Lightroom, Choose Edit in Photoshop -> Open as Layers. That will open the file that PS created, with layers intact. Any Lightroom adjustments you made after the file came back from PS will be lost. If you do not choose "Open as Layers" the latest version of the image in Lightroom will be opened in PS as a new file, loosing the layers.
The process is similar in Lightroom Classic, but the choice is to "Edit in Photoshop" -> "Edit Original"
