Is there a way to snap-to-pixel during free transform?

I've scoured forums to find a solution to this issue, and the solutions i've seen don't seem to make a difference (ie toggling Legacy Free Transform), and it's time-consuming to manually change the decimal points during free transform (see attached screengrab). Is there a way to force objects to snap to exact pixel dimensions while free transforming?

You have option in Preferences > Tools > Snap Vector Tools and Transform to Pixel Grid which works just fine from my testing unless... you rotate object. Rotation is breaking preferences and behaviour.
