Issue：Cannot zoom and drag image simultaneously in Photoshop with Wacom touchscreen

I am using a Wacom touchscreen on my Mac, and the latest driver is installed. However, when I try to rotate, drag, or zoom the image, I can't do all of them simultaneously like what I could do on my ipad. I can only perform one action at a time, then do the next one. Hope anyone knowing how to solve this.
