Issues w/ Creative cloud desktop - no programs start... .dll issues?

I've got Adobe Creative Cloud Desktop. Everything used to work fine until today. I tried to open photoshop and get 'unable to find .dll' error - try reinstalling the program to fix. So I did that...complete uninstall...complete reinstall and still nothing. Program seems to hang after clicking open. So I tried reverting to v23 of photoshop, and I get the same result...only this time if I open photoshop directly (w/o using CCD), I get the dll error again:

None of the other adobe programs seem to work either. I've used after effects without issue in the past, and I'm getting the same error as above whenever I try to open it directly...

This is getting very frustrating, as even over a fast internet connection, adobe isn't known for small program file sizes, so each change takes 15 minutes to swap versions...

Try installing this from Microsoft

Scroll down and select the x64 version

If that doesn't help try using the Adobe cleaner tool
