Issues with Photoshop Tools

When using Photoshop CC on my Mac Desktop,  my tools will randomly lock up and the only one that is usable is the Hand Move Tool.   I've reset the tools, which doesn't help.   The only way to get use of all of the tools again is to restart my computer.   Any one have suggestions for a possible fix?

Have you tried resetting Photoshop preferences?

Hi, the hand tool is triggered by the spacebar, are you sure that all keys behave properly, or that nothing touches the keyboard as you work (a cat?) 
Are you using a graphic tablet of any kind?
