In Photoshop, when doing a legacy export as a jpeg file, the size estimates make no sense. An export of 0 image quality creates a file of 1.8MB . as the attachments show an estimate of 2.2 MB creates a file of 1.4 MB. Often a lower quality setting gives a higher size estimate.
