Keyboard shortcuts stop working properly after Ctrl+Shift+E was pressed until reboot of the program

Hello!

Each time I press shortcut Ctrl+Shift+E to merge visible layers, all keyboard shortcuts begin to work not correctly or stop working at all.
For example, Ctrl+S works as Ctrl+Shift+S and so on.
I've tryied different versions of the Photoshop on my PC starting from 2018 ending with 2021.
I've switched different keyboards, because my main one has it's own soft and another one just simple keyboard. And with different language packs. Wacom talet was also reseted to default. No changes.
Reproducibility is 10/10.
But on my old laptop everything works just fine without any issues.

When I reboot Photoshop, everything work properly again.
Laptop: Asus ROG GL552J

Solutions which were described here, unfortunately didn't work for me.
I only didn't try the last one with the installation of  White Window Workaround plug-in.
