Can anyone say me if this laptop specs are good for Photoshop and Lightroom work.

I would say no.
The hard drive space is limited for a scratch disk, and the Video card is just above the minimum specs of 2,000 ops/sec meaning that it would be faster to outdated than a more powerful one.
