Latest Photoshop crash on start

Hi,

Since a few hours ago PS (the latest update) crashes each time I try to start it immediately (I can't go into the software at all). 

Info:

intel 13900k

NVIDIA 4070 - latest STUDIO drivers (clean reinstall with DDU today in safe mode) - I didn't try the gaming drives - maybe I should although the studio ones should be more stable.
MSI Z790 MEG Ace  latest bios and fully updated

Win 10 updated except for the annoying 0x80070643 which I can't seem to install/solve.
Ran SFC - no errors and Ran DISM - all well.
No storage limitations - enough room on drives. Tested drives no errors. 

Tried disabling the NVIDIA GPU and using the Intel - and the other way around - no help. 

 

I have recently also experienced PP crashing and almost once a day the PC crashes when using PP with  BSOD with Page fault in nonpaged area. I tested my memory and there are no errors - I am not sure what is up with that how to solve that and if it is related (it started well before this PS problem).


The only thing I didn't do is a full reinstall and install of Adobe software which I don't want to do I have lots of plugins and settings and it can take a full day which I don't have to spend on this.

Try resetting your Photoshop preferences manually. Note: Reinstalling does not automatically reset them so you could be installing over bad preference files:

I did that - which was horrible since it killed my many many settings which I had to re-do (and still trying to - I had many settings and shortcuts).

Didn't help.
