Latest update has performance issues when drawing

The latest update has photoshop performing lag and delayed issues when drawing.  The previous updates I've had 0 problems with but this one almost makes it where I can't draw/paint.  I'm a concept artist and depend on you guys to keep stable updates.  Can you please fix or tell me how to roll back one version!?

If you go to Preferences > Technology Previews... and uncheck "Enable Native Canvas Rulers" and restart Photoshop, does the problem persist?
