Layer mask help

I am designing Photo Booth templates and am having trouble with a specific task. I want to create a transparent overlay. Please forgive me if my terminology is wrong. But I have a background image and I want to place rectangular transparent boxes where the Photo Booth image will go. I am successful at creating the transparency. However, this is where I'm having trouble. I am creating the transparency using the marquee tool. I was thinking about using the rectangle tool. At least I'd be able to draw the rectangle, adjust the side, and position on the canvas. But when I do this, the rectangle is it's own layer and I can't make it part of the transparency mask.

side note: I am posting from my phone so please bare with me. The white boxes are what would be the transparent rectangle. 

I want to be able to adjust the rectangles width, height, and position. When I try to select the rectangular transparency, I can see the dimensions of the rectangle or the coordinates. It instead selects the entire transparent overlay canvas and moves all 3 rectangles together. Can someone help? Also, please ask questions because I'm pretty sure this might be a little confusing. I'll post a photo so you can see what I mean
