Layer Mask

When brushing black or white onto the layer mask it will show on the mask but not the image. 

The blend mode is set at Normal. I contacted Adobe but they were not able to fix the problem.

What are the Layer’s Opacity and Fill, is it top-level or inside a Group, are there any Layers above it, what is the Layer’s content, …?

The images on both layers are identical. The mask is revealing what is on the lower layer.

Then you need to have an adjustment layer that does this darkening as you specify, and then paint on that adjustment layer's mask, to reveal or hide the adjustment.

Another option is to apply Multiply blend mode to top layer then use mask to selectively darken parts of image.

Indeed. There's a million ways to do this, and that's one of them.

 

But in any case it's important to understand the basic workings of masked adjustments, and that the masked layer needs to carry that adjustment one way or another.

 

Personally, I'd probably use an ACR smart filter (the highlights slider) for this particular scenario, but again, the filter mask is the key. If I couldn't go back to the original raw file of course.
