Layers suddenly locked

In the middle of working on an image, my layers suddenly locked up on me.  Can't find the cause or the setting to unlock them.  All layers, nothing moves or will select.  Please help.

Can you select or click on the layers in the layer panel itself?

 

I assume restarting Photoshop didn't resolve it? Does it work fine on any new files you create or try to edit? Are menus and other elements working / clickable?

Well, it's really simple.  Here are my layers and my project.   Nothing on my project that I click on will select and show a selected layer.  So I can move nothing.  Don't remember doing anything different, I was just working along when this happened.
