I do not have a Library Panel in Photoshop - seems to have disappeared - running the latest version of PS on a Mac

Go to Window > Libraries to open the Library panel. It may or may not appear depending on the workspace you have selected.

I solved the problem by holding Option+ Command + Shift and reopening PS which rebooted the Preferences.Thanks
