LibXPUInfo.dll Problem Starting Photoshop

Started my Windows 10  PC this morning. I was not running Photoshop but think it was automatically trying to do an  update as it came up with an error report which I submitted.

Now Photoshop will not run I get the message

 

'The code execution cannot proceed because LibXPUInfo.dll was not found. Reinstalling the program may fix this problem.'

Can anyone over advice. Do I reinstall or is this a windows issue, if so how is it resolved?

Seems this was a Windows issue. so I did a system restore to a couple of days earlier and Photoshop then worked. On installing the latest Photoshop update I am now getting a Photoshop an error occured message. So in essence the .dll problem was fixed and Photoshop working now after today's update it is not

After rolling back windows I then had to delete then reinstall windows and Lightroom (both not working) after that the problem was resolved. All good now,
