Can anyone tell me why I get dots in circle patterns all over a picture when I load it (see attached picture). Is it a computer problem or a setting in photoshop?

Update your system's graphics driver and check the relevant hardware acceleration settings in your preferences. In your case, turning off "Native Canvas" seems advisable, as your picture shows a complete breakdown of these functions and basicalyl nothing works as it should.
