Local install of PS2024 lags when no internet

I have installed a local version of Photoshop 2024 that runs fine as long as I have an internet connection.  Unfortunately, my location has frequent interuptions with our internet service.  I've found that when working with PS2024 without internet the performance comes in fits and spurts.  For example: I'll be healing some photos when suddenly the cursor stops moving for a few seconds and then catches up.  I'll be moving a slider when it just stops, waits a few seconds, and then continues sliding.

 

Is there any way to improve the performance of my local install of PS2024 when offline?

@TheBouchers try holding the shift key to disable plugins and see how it works - some plugins are network reliant and can cause lags.

I tested both with and without an internet connection.  Holding <Shift> while starting PS2024 when offline does indeed allow it to run well.  Thanks Kevin!
