Looking to do a video with photoshop

I need to make a video with an image like the ones I attached, where the cell phone moves from one side to the other and the stars come to life and add up 1 by one. I don't know how to do it or what tool to really use.

1. First you must have items on separate layers layer : one for the phone and one for each star. So you image should be better a svg file that you could separate in Illustrator first…
2. Then change the workspace to motion.
3. it is better for this to work with the animation by images. Phtoshop will calculate interpolation between positions
4. Once finished you will be able to export as an animated gif or a video file
