Luminosity mask not constraining when painting

Luminosity mask not constraining when painting. the "?" you see on screen and it was painted while the marching ants are on screen.  Just blew right through the lines. Tried on the mask and on the photo. In my mind you should not be able to do that. I must be missing a setting or something.

 

Other selection tools working normally. Luminosity mask not.

 

Sorry for the photo. Screenshot does not capture marching ants.

pay no attention to the selection lines as those don't include everything. Add that selection as a mask and you'll see all the areas it covers.

A luminosity mask is not either/or. It's a continuous less-selected to more-selected.

 

The marching ants are misleading. They just mark the 50% boundary, where pixels are half selected so that the adjustment has 50% effect.
