Menus jumping to the left in Photoshop

I have the most current version of PS 2023 and have a problem with the top Menus jumping to the left when mousing down. e.g if I select the Filter menu and then move the mouse down the Type menu becomes selected - menus are jumping 2 to the left. This is a similar post to this from 2020 which doesn't solve my problem.

 

Also, any of the brush tools, select tools are behaving strangely by jumping up and left from the point I initially select.

Anyone any ideas?

I've seen this happen 2-3 times in 30 years. Resetting preferences fixed it each time.
