Mid eastern features: how to disable?

Hello, it's win-11 user. I use PS 25.2.
I have bought a license from UAE and now cannot disable the mid east features. Not only I am forced to change picrelated every time I make a new text box, the digits are in the wrong order as well, eg: April 1997, 18.
Type > Language Options + restart doesn't seem to help (see another picrelated). Could someone help, please?

    UPD: restarting while the textmarker is not on the texbox seems to have fixed the issue, but the marker is still at the wrong position (while the text seems to be inputed correctly).
