Move tool not working

My move tool is not working properly. Every now and then it does the right thing but only probably 1 out of 10 times... The right layer is selected but I am unable to move the photo onto another one in the top tool bar. Instead, most of the times, move tool highlights a rectangle. I tried clicking on the one of the side squares in which case it will start moving the item but only moves it within the same tab instead of being able to drop it to the other photo. It is really frustrating because I have tones of work to do and it would all require to use this method. Please help!!!

Are you a Photoshop Developer (where you posted)? If not, we can move your post to the proper forum for you.

If Auto-select is enabled in the options for the Move tool, try unchecking it.
