Move Tool: Select 'Background'

Given the Auto-select option is turned on., I'm used to the Move Tool selecting either any floating layer or the Background layer.
Now the Move Tool will not select the Background anymore, unless I doouble-click it an convert it to a layer.

How do I bring this behaviour back?

The problem with that is that the background layer usually fills the document.   I got it to highlight the background using Hover layer bounds, but it didn't select the layer when I clicked, and now it won't even highlight it.

I routinely turn off the background layer with new projects, because they are a PITA, and I am having trouble thinking of why I should use a background layer.  Like you say, click the little clog to make it a normal layer, and you can auto-select, hover select, and life is easy. Why make it more difficult than it needs to be?
