I've been using the newest version for a while and suddenly, like out of nowhere, the move tool stops dragging things and instead draws a marquee selection. And no, I don't want to turn off auto-select on the tool options, because that means I can't click a layer and just move it anymore. If adobe has suddenly reworked this tool for no reason at all, and i can't click then drag a layer anymore, that is a massive blow to my current workflow/muscle memory.
In the attached image I would have previously been able to just drag that central image to the side, but now it just draws a marquee. I have the move (v) tool selected in the toolbar.

I have just found out I can still click and drag text layers, just not raster layers. Even more annoying, because I don't understand why it is only affecting raster layers.

We do not see the Layers panel, perhaps the raster layer is locked?

"Auto-Select" option in the Move Tool settings may be enabled, causing the tool to switch to marquee selection instead of allowing you to drag layers. To fix this, try unchecking the "Auto-Select" option in the options bar at the top of the screen while the Move Tool is active. If this doesn't resolve the issue, check that you're not accidentally pressing any modifier keys like Ctrl (Cmd on Mac) or Shift, which can change the behavior of the Move Tool.
