My generative fill will not come up on photoshop and it is updated!! 

My PS version has been updated to the latest.：25.6.0 

I know the generative fill feature doesn't work in mainland China, but my subscription plan is for the global version of Photoshop (Enterprise), and I don't live in mainland China, it's just that the mac system language is Simplified Chinese. But I still don't see the generative fill option after I box the subject.

Ensure that Window > Contextual Task Bar is checked to view the Generative Fill pop-up on your screen. Also, verify that it hasn't been moved or hidden on your screen, which has occurred to me a few times.
